A terrorist attack is the commission of actions aimed at intimidating the population and creating the danger of mass death, as well as causing damage or other equally grave consequences. The purpose of terrorism is to influence decision-making by international organizations or authorities.
On July 27, 2006, after the ratification of the Council of Europe Convention on the Prevention of Terrorist Acts, a new definition of terrorism appeared in the Criminal Code of the Russian Federation. At present, an act of terrorism is considered an action directed against a state, the purpose of which is to put pressure on the adoption of the desired decision. Exactly the same definition is given to international terrorism.

The government is obliged to take all measures to counter terror and maintain a stable situation in the country. But in many countries there are state acts of terrorism aimed at supporting terrorist groups in other countries, intimidating the population to support the ruling regime.
To prevent terrorist attacks, progressive methods are used, in which the government makes partial concessions or conservative - the unconditional destruction of terrorists.
