According to the new laws, residential development within the city limits should be regulated by the Land Use and Development Regulations (LAR). Developers collect information about the entire territory of the settlement, they determine the purpose of territories that have different uses. So, in any settlement there are industrial and warehouse areas, recreational areas, residential areas. When developing the PZZ, not only the current situation is taken into account, but also the prospects for the development of urban areas. Thus, the entire territory of the settlement is divided into territorial zones with various intended uses.

Those zones that are defined as residential buildings also have different purposes: multi-storey, low-rise, mixed residential buildings. For each such zone, urban planning regulations are established, with the help of which the development is regulated.

For each territorial zone that falls under the definition of "Residential development", the PZZ sets a restriction on the minimum size of the land plot, the permissible rates of use of the territory, the minimum distances of residential buildings under construction from the fences being erected, the maximum height of the fences, the allowed protrusions of parts of the building beyond the approved "red lines "- quarterly building boundaries.

In addition, for each type of residential development, the maximum allowable area and height of buildings and structures, the minimum share of landscaped areas and the number of parking spaces in the adjacent territory are established. All these urban planning regulations allow regulating residential development and are the legal basis for punishing violators and forcing them to a civilized order of urban development.
