Step 1

Find out if the authority you need is connected to the Unified System of Electronic Records Management and Document Management. If this system is already in place in your area, it is better to use it. Open the e-reception page. There you will find a form for complaints, statements and appeals.

Step 2

Correctly write the text of the appeal. The question should fall within the competence of this body, and the complaint or proposal should relate to specific problems. State authorities do not consider documents containing obscene language. No one will answer rhetorical questions either. Please provide an accurate postal address and email address.

Step 3

If you apply to the authorities through the electronic reception, fill out the form correctly. Select a category in the special window. Write short but clear text. Its volume is usually limited, so there is no need to describe everything in detail. You can prove your complaint using scanned documents that can be attached to the text.

Step 4

When transmitting the appeal in person through the secretary or the general administration department, make sure that the document is registered and entered into the journal. On the second copy, the employee must affix the date of the document and its registration number. If you decide to use the services of regular mail, send an appeal by registered mail or with a notification.

Step 5

In any case, indicate the email address to which you will be notified of the progress of the document review. The deadline for registering a document sent by e-mail is three days. The law does not indicate whether these are calendar days or working days. As a rule, government employees register documents after three working days.

Step 6

If you sent your appeal to the wrong body that deals with this problem, the state institution must redirect the document to another structure within seven days. For electronic documents, the time of redirection to the executive authority, whose competence includes the issue under consideration, has also been set. This must be done no later than five days later. The applicant is also notified by e-mail about the redirection of the appeal.
