Step 1
Determine if you have the legal right to decline an application. Mostly, requests from organizations that do not meet the competition requirements are rejected. For example, applications from large enterprises will not be accepted if the program is designed to attract suppliers from small businesses.
Please note that in accordance with federal law, both paper and electronic applications must be accepted for the competition. In this case, the authenticity of the electronic document must be confirmed by a unique digital signature. If it is absent, the application is rejected.
Step 2
Conduct a meeting of the commission organizing the tender. The composition of this working group must be approved by the head of the organization. At the meeting, review and analyze all applications. The application can be rejected with the consent of the majority of the members of the commission and its chairman.
Step 3
After reaching a general decision, enter the information about the rejection of the request in the minutes of the meeting. It must indicate the fact of rejection of the application. The full name of the organization that sent it and the reason. There should be an indication of the specific article of the law on the basis of which you are doing this. This information can be obtained from the collection of civil legislation of the Russian Federation. A reference to a specific legislative act is needed in order to avoid misunderstandings on the part of an organization whose application was not accepted.
After referring to the law, mention a specific reason, for example, the proposed product does not meet the technical specifications specified in the procurement tender notice.

Please communicate your decision to the organization whose application you rejected. She will no longer be able to take part in this auction, but after taking into account the errors, she will be able to present her goods for the next government procurement.
