In May 2012, the Ministry of Social Development of the Russian Federation proposed a draft Federal Law “On protecting public health from the consequences of tobacco consumption”. The new bill imposes a number of bans and restrictions directly related to the sale, advertising and use of tobacco products.
In the new bill, representatives of the Ministry of Social Development of the Russian Federation proposed to ban smoking in some places. In particular, we are talking about offices and any workplaces located in enclosed spaces; on the territory of sports, educational, cultural, educational and medical institutions, as well as inside the corresponding buildings (recreation centers, hospitals, clinics, schools, colleges, indoor stadiums, etc.) in entrances, elevators and staircases. It is planned to ban smoking in any closed rooms related to the restaurant and hotel business, in public transport, in markets, shops, shopping centers, supermarkets and in general in any places where trade or services are provided. And, finally, it will not be possible to smoke at airports, railway and river stations and in the metro, and the ban applies not only to the buildings of railway stations and airports, but also to the territory adjacent to them. Smoking will be allowed no closer than 10 meters from the entrance. The new bill will also affect the sale of tobacco products. They will be banned from being offered in kiosks, stalls and small shops. The sale of cigarettes will be allowed only in city stores with an area of more than 50 square meters. m, as well as in rural areas of at least 25 sq. m. However, even the owners of large stores will be prohibited from putting tobacco products on display windows and counters. They will have to make special lists listing the brands of cigarettes and their prices, and then give out to those buyers who ask for it. The bill also contains bans on advertising and display of tobacco products. In children's cartoons, films and programs, it will be prohibited to demonstrate both cigarettes and the smoking process. In films and television programs intended for adults, this will also be prohibited unless the appearance of cigarettes on the screen is necessary for the implementation of the artistic intent.
