States introduce time zones based on the characteristics and principles of economic interaction. Their number is defined as the ratio of the length of the country in degrees of longitude to the base 15 degrees. For Russia, this number is 11.

Step 1
Russia has the longest territory in terms of degrees of longitude and large territorial-administrative formations. At the same time, a significant part of them are the territories of Siberia, both northern and southern. The length of the territory of Siberia is determined by the following boundaries: the Ural ridge in the west and in the east by a line from the northern city of Tiksi to the city of Blagoveshchensk in the south. This is followed by the geographic region of the Far East.
Step 2
A number of regions have turned to the government of the country with a proposal to optimize the system of time zones. Such optimization is one of the ways to improve the efficiency of government administration. This consists in reducing the time difference with neighbors, which can stimulate business ties, introduce new projects and revitalize business life.
Step 3
A less fractional division of the country into time zones also allows you to remove some transport and communication problems. Therefore, the Kemerovo region was transferred to the 5th hour zone, Udmurtia and Samara region - to the second, Kamchatka and Chukotka regions - to the tenth. Thus, the number of time zones has been reduced from 11 to 9.
Step 4
But the practice of reducing the number of time zones did not justify itself, and the adoption of the new law was aimed, among other things, at balancing time zones and bringing their number as close as possible to a compromise option.
Step 5
Based on such changes, five time zones of Siberia can now be distinguished. Starting from the Urals, these are:
- Zone 3 (Nenets Autonomous District, Komi Republic, Perm Territory, Chelyabinsk, Orenburg Regions);
- 4th zone (Tyumen, Omsk regions);
- 5th zone (Krasnoyarsk Territory along the Yenisei River, Kemerovo, Novosibirsk, Tomsk Regions, Altai Territory, Republic of Tuva, Evenk Autonomous District);
- 6th zone: (Irkutsk region, Buryatia, south-west of the Republic of Sakha (Yakutia);
- and 7th zone: (the central part of Yakutia along the Lena River, Chita and Amur regions).
More precise boundaries of time zones are indicated on the corresponding maps.
Step 6
The issue of uniting the time zone of the western regions of Siberia with the time zone of the Urals is also being considered. According to experts, the unification of these time zones will provide an opportunity for residents of neighboring regions to solve economic issues of economic management more smoothly. An example of this is the experience of China, where the largest urbanized part of the country lives according to its standard time. All these nuances had to be taken into account when adopting the Law on new time zones in Siberia.
