Step 1
To replace your passport, you need to contact the department of the Federal Migration Service of Russia at the place of residence. In the old fashioned way, this service is called the passport and visa service or the passport office. You can also contact officials of multifunctional centers for the provision of state and municipal services on the issue of replacing a passport.
Step 2
If for health reasons you cannot personally come to a subdivision of the Federal Migration Service of the Russian Federation to apply for a replacement of your passport, you have the right to demand the departure of the relevant official to your home. In this case, your request as an applicant or a request from a relative must be made in writing, in free form, and then submitted to a subdivision of the FMS of Russia directly or sent by mail. Your relatives can also submit an application to the FMS.

If you cannot pick up a ready-made passport for a good reason, an employee of this service will also make a visit to your house to present the document.

Unfortunately, the above provision of passport regulations of the Russian Federation is very often violated by employees of the Federal Migration Service of Russia, despite the fact that this regulatory act is federal, and therefore mandatory for FMS officials throughout Russia.
