A reasonable person thinks and shares his thoughts with others. This is his natural need, since he is a social being who needs to exist among his own kind and exchange his opinion with them. In states that are considered democratic, the right to do so is enshrined in the constitution.

Step 1
The social system existing in the state, which determines the relationship between the authorities and citizens, is declared by the Constitution - the main law of the country. This is the main legal document in which the main legal norms are enshrined, and which is the basis for the rest of the normative acts adopted by the law-making structures of the state. Their inconsistency with the Constitution is the factor that makes them simply illegitimate, violating the basic law.

The right to freedom of thought and speech is enshrined in Article 29 of the Constitution of the Russian Federation. This right is considered one of the most important features of a democratic state, that is, one in which power belongs to the people delegating it to elected bodies. Freedom of speech and thought, guaranteed constitutionally, means that any citizen of the country has the full right to form his own beliefs and principles with impunity, to formulate his opinion and freely express it in any form - orally or in writing.

But freedom of speech is also a free choice of the language of communication and the right to refuse communication. Any coercion for someone to express their thoughts and beliefs, except for those cases provided for by law, for example, an unjustified refusal to testify, is considered illegal. In other cases, the right to freedom of speech excludes any pressure on a person, including on his way of thinking or way of life. This, in turn, automatically outlaws the use of special means and psychotropic drugs, forcing a person to express their thoughts uncontrollably.
Step 4
This right to freedom of speech and thought must be ensured at the state level. The duties of the authorities include creating an atmosphere in society in which a citizen can publicly express his thoughts in the presence of others, without fear of being punished for this. The scope of this right is not limited in any way. It acts in everyday life and business communication, in addition, it presupposes free propaganda and agitation. Any citizen can freely express his political, moral and religious convictions, as well as preach them in a large crowd of people.

But freedom of speech is not permissiveness. The Constitution expressly prohibits the use of words and speeches that could incite racial, class, social, religious or any other hostility or declare chauvinism and superiority on any grounds.
