Step 1
Find out in your city the address of the organization authorized to do this kind of business.
Step 2
Order the development of a project for the installation of an air conditioner in an organization specializing in this kind of business and licensed for this type of activity. In Moscow, for example, the State Housing Inspection (Moszhilinspektsiya) is authorized to deal with these issues.
Step 3
Coordinate the received project for the installation of the air conditioner with the architectural and planning department of your area.
Step 4
Visit the fire department in your area, they must also approve your project and give their permission to install new equipment.
Step 5
Obtain permission from the Sanitary and Epidemiological Service to install an air conditioning system. You also visit this organization with a ready-made installation project.
Step 6
Contact the authority in which the building in which your apartment (or house) is located is on the balance sheet. They must also approve the project.
Step 7
Contact the Single Window Service when all application documents and the installation project are ready. After 45 days, you must either be issued a license giving the right to install the air conditioner, or, on legal grounds, refuse to issue it.
Step 8
If you do not have time to visit all the authorities to obtain their consent to install the air conditioner, contact a private law firm that deals with this kind of case. Of course, you cannot avoid the cost of their services, but, on the other hand, time and nerves will be saved.
Step 9
You may be denied a license to install an air conditioner if such an installation violates the rights and legitimate interests of citizens (for example, creates a lot of noise), or even poses a threat to the life and health of people. By unauthorized installation of the air conditioner, you become a delinquent, and under the law are subject to a fine.
