Article 2 of Law No. 99-FZ defines the main function of licensing as preventing damage that can be caused to rights, legitimate interests, human health, as well as the environment or historical and cultural monuments, state interests, and national security as a result of certain types of entrepreneurial activity. So, in particular, obtaining a license is required to carry out passenger transportation, in the case when the number of passengers exceeds 8 people; for repair, adjustment, installation and service maintenance of fire safety systems; for pharmaceutical, medical and educational activities. The production and sale of alcoholic beverages, loans and insurance are also licensed.

To obtain a license, an enterprise that will be engaged in licensed activities must meet certain requirements. Of course, for each of these types of activities, these requirements are different. But, in general, they are aimed at ensuring that qualified specialists with special education and all the necessary equipment, machines, vehicles, etc. are engaged in this or that business. the size of the authorized capital. When issuing a license, the management of the enterprise is obliged to collect and submit a whole package of documents, which serves as confirmation and guarantee that this activity will not harm either citizens or the environment.

The issuance of licenses is authorized by such federal bodies as the FSB, the Ministry of Emergency Situations, the Ministry of Internal Affairs, as well as regional authorities. In the first case, the effect of this document applies to the entire territory of Russia, and in the second it can be limited to the territory of only one region. Some licenses do not have an expiration date, and some are renewable and need to be re-confirmed after some time.

To obtain a license, you should apply to the body that licenses this type of activity. The required package of documents is presented in notarized copies with an inventory. The term for consideration of the application is 45 days from the date of filing, and in some cases even less. After obtaining a license, you can engage in this type of activity the very next day.
