Step 1

Collect receipts for payments for water (cold, hot), gas, heating, electricity, garbage for the last six months. Please note that the subsidy is due when all payment documents are paid in full. Otherwise, you will not be compensated.

Step 2

Request income certificates from all family members who have reached the age of majority. For working citizens, this will be a 2-NDFL certificate for the previous six months. If there are students in your family, they should take a scholarship certificate from the institute. If there are pensioners, a document is presented, which indicates the amount of the monthly pension. If someone from your family is unemployed, take a certificate stating that he is not registered at the employment center. Collect documents for your apartment, house. If the dwelling is privatized by you, present a certificate of ownership. If you are registered in a house or apartment, but you are its tenant, present a social tenancy agreement for a living space. When you live in a privatized apartment, submit a home privatization order or contract.

Take all of the above documents, as well as passports, birth certificates of each family member and come to the social protection authorities. Write an application asking for a subsidy. Please note that compensation from the state is calculated based on the total family income. If the amount of payment for housing and communal services is more than 22% of the last amount, you will be provided with a subsidy. Acts of local government established the amount of the subsistence minimum for families, which consist of a different number of people. When the amount of payment for utilities exceeds a fixed amount, the state pays the difference.
