Instructions
Step 1
To get a Housing Improvement Subsidy, contact your city's Housing Policy District Office. Submit a package of documents. You must confirm that you need to improve your living conditions by submitting a housing survey report by members of the housing commission. Submit a certificate of residence of residence for 5 years.
Step 2
Only low-income citizens are put on the queue. To prove that your family is low-income, present a certificate of income of all family members in the form of 2-NDFL. The total family income includes the value of all available property. If you need to improve your living conditions, then you have housing that does not meet the standards of living per person in your area. Submit a certificate of the value of the existing housing and a certificate of the value of all valuable property that your family has.
Step 3
In addition to these documents, you must present documents proving the identity of all family members, an extract of the personal account of the available living space, a marriage or divorce certificate, documents on benefits. The documents of beneficiaries include a certificate of a participant or veteran of military operations, a certificate of the presence of a disability group, etc.
Step 4
According to the new Housing Code, all families in need of housing or improvement of housing conditions have the right to receive housing on a first-come, first-served basis. The same applies to the granting of a grant. The exceptions are veterans and participants of the Second World War, persons living in the same apartment with patients whose diseases are dangerous and disabled people who fall under the list of the Ministry of Health and Social Development of the Russian Federation.
Step 5
If your family is on the waiting list for social housing, then you are eligible to apply for a housing improvement grant. The amount of the subsidy is different in each constituent entity of the Russian Federation, it is revised annually taking into account the rise in prices on the real estate market, but in any case it cannot cover all the costs of purchasing housing, but it is quite possible to improve their living conditions due to the allocated subsidy.
Step 6
The waiting list for housing or subsidies can take 25-30 years. All this time, you must annually submit a certificate of income for all family members, a certificate of residence and a new act of survey of housing conditions.
