For registration to improve housing conditions, two conditions are necessary: you need to be recognized as poor; living conditions should lag far behind the established sanitary standards. All parameters are documented.

Step 1
Before applying for a grant, decide if you can use it to improve your living conditions. The subsidy is issued in the form of a certificate and has a validity period of 12 months from the date of registration. By a court decision, it can be extended once if a real estate transaction is being prepared and there is documentary evidence in the registration chamber.
Step 2
To apply for a subsidy, please contact the place of registration of those in need of better housing conditions - the Housing Department of the St. Petersburg District Administration.
Step 3
When contacting the Housing Department for a subsidy, take a certificate of registration and a certificate of the approximate amount of the subsidy. Confirm the latest certificate from the head of the department.
Step 4
Check if you are eligible for an out-of-order grant. This includes the following groups of persons: large families with three or more children, if the children live with their parents, the age of one of the spouses should not exceed 30 years; rehabilitated persons and victims of political repression. These citizens are provided with a gratuitous subsidy in the amount of 20% to 35% of the cost of housing at the expense of the budget of St. Petersburg.
Step 5
Wait in line for a subsidy if you belong to a different social group. There are several of them: military personnel, Chernobyl victims or victims of another natural disaster, young families, employees of rescue services, tax police, and the Ministry of Internal Affairs.
Step 6
A prerequisite for obtaining a subsidy will be registration in St. Petersburg for at least 10 years and registration of those in need of better housing conditions.
Step 7
If you are not in line, but have every reason to be registered, collect supporting documents. The area of your housing should be less than social norms, depending on the region of residence. In St. Petersburg, the established norm is 15 meters per person.
