Managers do not always act in the best interests of the tenants, so you have to complain periodically. Only now, not every citizen knows where to complain about the management organization. But this is useful, and in some cases even necessary.

Step 1
The activities of the HOA and the Criminal Code are controlled by the following organizations: the prosecutor's office, Rospotrebnadzor, the State Housing Inspectorate, and local authorities. You can send a complaint to any of the listed organizations.
Step 2
However, in practice, people are more likely to address their complaints to the presidential administration, government, governors, mayors. Sometimes such requests are granted, but very rarely, simply because people are writing in the wrong place. The president, governors, mayors, and other organizations are simply not authorized by law to solve problems with management companies. In order to consider and satisfy your complaint as soon as possible, proceed as follows.
Step 3
Your first complaint (and several of them may be required) should be addressed to the self-government bodies of the municipal district, this turns out to be the lower administrative level, where they issue instructions for solving problems for the Criminal Code and Homeowners' Association.
Step 4
Without waiting for an answer in time, send a complaint about the lack of an answer to the district (city) prosecutor's office. Only necessarily to the lower administrative level, because no one will forward your complaint anywhere if it gets to the wrong place. This will make the culprit hurry up to answer. After all, the prosecutor's office can punish the guilty body for the delay / lack of response to the appeal (Code of Administrative Offenses, Article 5.59).
Step 5
If you received in the response a link to the reason why your complaint could not be satisfied (and the problem is obvious, and there is a corresponding clause of the law, thanks to which the problem can be eliminated), then they decided to politely "kick off" you. If in the response from the management company there was a reference to another clause of the law, then you first need to understand everything in detail. In case of an indistinct or lack of answer, send a similar complaint to Rospotrebnadzor and the State Housing Inspectorate.
Step 6
If you have answers from the local government, Rospotrebnadzor and the State Housing Inspectorate, who do not see the problem, but the law is on your side, contact the city (region) administration. This complaint should be different. Here, in addition to pointing out the problem itself, you must list the previous complaints and the responses received from all the organizations to which you applied. Otherwise, you will be sent back to the local government.
Step 7
If the appeal to the administration did not help to solve the problem, then you go to the Prosecutor's Office, but not with a complaint about the lack of an answer, but directly on the merits, indicating the entire history of your complaints, attaching the texts of all your complaints and responses to them. If in this case the problem is not solved in any way, then only to the court.
