Flooding can start from heavy precipitation or intense snow melting, from tsunami waves caused by underwater earthquakes, and from strong surge winds that trap river water at estuaries. Residents of the coasts and foothills must always be aware of this danger.
When the threat of flooding increases, local authorities must warn the population about the threat by radio, television, mobile communications and sound signals of "howlers". If a threatening situation has arisen in your area, follow the messages on radio and TV.
When you receive a warning, pack documents, cash, clothing, food and medical supplies in a waterproof case. If necessary, help the neighbors with the collection. Cut off the gas, turn off the electricity. Valuables that you cannot take with you, take to the attic or put on cabinets. If time permits, board up the lower floor windows and front doors with planks, then proceed to the meeting point designated by the authorities.
If the flood starts suddenly, help children, the elderly and the disabled to leave the room. Try to bring documents and warm clothes. Climb to attics and rooftops, high places or strong trees and wait for rescuers. Try to give them signals - with a flashlight, voice, or a piece of cloth tied to a stick.
You need to go to the watercraft one by one, observing all the requirements of the rescuers. While driving, you cannot change places and make sudden movements.
If you find yourself in the water, take off your shoes, heavy clothing and swim to the nearest unlooded hill. Stay at an angle to the current and try to grab onto floating objects.
You can leave the shelter on your own only to help people who are in immediate danger, or if the water continues to arrive. Try to find a floating object that can support your weight in the water, and use it to swim to the next high point.
After the water subsides, before entering the house, check that it is not in danger of collapse. Ventilate all areas. Do not use electrical appliances until the wiring is completely dry. Do not turn on the gas until special services are convinced that the gas supply systems are working properly. Take part in cleaning the streets and wells from debris.
