On August 15, 2012, a car carrying several dozen sheep was detained in the Saratov region. The carrier did not have the necessary veterinary and accompanying documents, so the car was detained.

The transportation of farm animals must be carried out in compliance with all the requirements of veterinary legislation and regulatory legal acts in force in the constituent entities of the Russian Federation. In particular, the documents must be correctly drawn up to establish the belonging of the transported animals. In addition, the animal transporter is obliged to know and follow the rules in force in the regions through which livestock is transported.

According to the Veterinary Department of the Government of the Saratov Region, on August 15 at about 15.30 in the Rivne region near the village of Kochetnoye on the Samara-Pugachev-Volgograd highway, traffic police officers stopped a car carrying 64 sheep. The driver did not have the necessary documents to identify the species and territorial origin of animals, as well as their veterinary condition. He could not provide documents about the epizootic state of the place from which the car was moving. All sheep were depersonalized, that is, they did not have any identification numbers. In this situation, traffic police officers had no choice but to detain the car.

The carrier violated not only the rules for registration of transported animals, but also some others - in particular, a car with sheep drove through the Volgograd region, in some areas of which there is a quarantine for African plague, which prohibits the export of animals and products of animal origin. The spread of plague to other regions can lead to multimillion-dollar losses, so all agricultural producers are required to comply with quarantine rules.

The illegal import of animals into the territory of the Saratov region was stopped. What will become of the delayed cargo? The "smuggled" sheep will be returned to the place of shipment, and their owner will be fined for violating the rules for transporting livestock.
