You have the right to refuse a parcel that is an internal mail. This may be required when its content is doubtful, the amount of cash on delivery does not correspond to the value of the investment, or simply because you changed your mind about purchasing the goods that were sent to you by the parcel.
Instructions
Step 1
Your right to refuse the parcel is stipulated in clause 45 of the Decree of the Government of the Russian Federation No. 221 dated April 15, 2005 “On approval of the rules for the provision of postal services”. It says that you or your representative can opt out of any postage category. To confirm the refusal, please tick the appropriate box on the delivery note. In the event that you refuse to do this, such a mark can be put by an employee of the post office.
Step 2
If the parcel is an international postal item, report your refusal to the customs authority that sent the customs notice.
Step 3
In the event that the parcel delivered goods purchased using a remote form of sale, for example, purchased in an online store, the Federal Law "On Protection of Consumer Rights" comes into force. According to Art. 26.1, you have the right to withdraw from the purchase at any time before you receive the goods. If the goods turned out to be of inadequate quality or did not suit you, the return is issued within 7 days. If you refuse the parcel before receiving it, you can demand to return the amount paid to you. In this case, the costs associated with the delivery and dispatch of the parcel will be deducted from it.
Step 4
The sender pays for the postage of the parcel sent by express delivery (EMS). Refuse such a parcel, also making a mark on the notice. There are no penalties on the part of the Russian Post for refusal, but they can be provided for in the purchase and sale agreement. Step 5
Russian Post is also guided by a document called the Procedure for Acceptance, Delivery and Handing of Internal Parcel Mail. In clause 4.3 it is said that if it is impossible to deliver the parcel, it is stored in the post office for a month, and then sent back at the expense of the sender. If the sender refuses to pay for the shipment, it is transferred to temporary storage among the unclaimed ones.
