Your right to refuse the parcel is stipulated in clause 45 of the Decree of the Government of the Russian Federation No. 221 dated April 15, 2005 “On approval of the rules for the provision of postal services”. According to Art. 26.1, you have the right to withdraw from the purchase at any time before you receive the goods. If you refuse the parcel before receiving it, you can demand to return the amount paid to you.
