A balloon is the same balloon. For lifting, this apparatus uses the force of light gas or heated air, enclosed in a shell. The balloon allows you to raise the communication and observation systems to the required height. You can assemble a small balloon yourself from available materials.

Instructions
Step 1
If your balloon is less than a meter in size, you can make it even without blueprints. But still, think in advance how it will look and how the parts of the device will be connected to each other.
Step 2
Make the frame of the balloon out of aluminum tubes. Be sure to sand the places where you sawed and connected. This is necessary so that the balloon shell does not break.
Step 3
Make the shell out of thick polyethylene. To make the balloon look attractive and for extra durability, run a thick fabric under the polyethylene. Make the shell out of parts. It is better to mount it after all the equipment is fixed. Inside the shell, you will need to place and secure a small computer with a router if you want to receive video from the balloon. Cameras attached to the balloon must be protected by transparent caps.
Step 4
Place the radio control inside the shell. It must be reliable. Better to buy it at a model airplane store. Bring control to all the mechanisms of the balloon: valves, engine, steering wheel. Place the power supply, the compressor for inflating the ballast, the pressure release valve, the steering servo here.
Step 5
Make balloons from thick cardboard and rubber balls. Place a ball in a cardboard shell, attach a tube to it. Place the balloons at the top of the balloon. They will be filled with helium, the balloon with which is also placed in the envelope of the balloon.
Step 6
Place the ballast balloon at the bottom of the balloon. Also, there must be two motors outside the apparatus. Engines can also be gasoline. Outside, position the steering wheel controlled by the servo motor.
Step 7
To launch the balloon, you need a remote control. Actually, it will be a radio remote control.
Step 8
Checking all systems and determining the balance between helium in cylinders and ballast air can only be experimentally, during launches. Therefore, it is better to carry out the first launches on a rope. The ideal balance is achieved if the vehicle is lowered and raised due to only the change in pressure in the ballast cylinder.
