Urban transport is usually divided into 2 types: municipal (buses, trolleybuses, trams) and private (fixed-route taxis). If in the first case, in the event of conflict situations, passengers immediately send complaints to various transport departments, then in the second, as a rule, they do not know which authority to contact.

Step 1
You have the right to complain about the driver of a minibus if he violated the traffic rules, if he encountered boorish behavior of the driver, if the driver was unable to resolve the conflict situation between the passengers, one (or several) of whom were injured, and in a number of other cases.
Step 2
In the cabin of each minibus, information should be placed about who owns this vehicle. Indicating the carrier, license number, registration address and contact numbers is required. The carrier can be both an organization and an individual (individual entrepreneur). If there is no such information in the cabin, it means that you are faced with the situation of an illegal route taxi. Passengers who are involved in an accident in such a vehicle are unlikely to receive compensation for the damage caused to them.
Step 3
Official carriers use extended MTPL and insure passengers while driving, and therefore, in the event of an injury sustained as a result of an accident while traveling in a minibus, you have the right to claim insurance payments.
Step 4
If you are faced with a boorish attitude of the driver, try to find an opportunity to collect evidence. As a rule, a voice recorder or video recording of the incident from your mobile phone is a sufficiently convincing argument for the transport company and the driver's immediate superiors. Take phone numbers from other passengers who witnessed the conflict, get their consent to confirm your words. The ideal option would be to draft a collective complaint.
Step 5
Record the number and make of the vehicle and all official information posted in the cabin (see step 2). The first place to complain is the company or entrepreneur that operates commercial transport. In some cases, a personal conversation is enough, but if the management of the organization does not meet you halfway, you have the right to write a statement in which you state the essence of the conflict, the actions taken by the driver, indicate your requirements.
Step 6
The application must be registered with the organization and considered within the period specified in the legislation. If this did not happen or the result of the consideration did not suit you, then you should contact a higher authority. Control over the activities of private carriers is carried out by the city and regional Administration of Passenger Transport, as well as the Department of Transport.
Step 7
Another step you can take is to file a complaint with the Federal Service for Supervision of Consumer Rights Protection and Human Welfare (Rospotrebnadzor).
