Step 1
If you decide to complain about a school principal, collect as much information as possible. In addition to words, you can make dictaphone records (use an analog, not a digital dictaphone), copies of documents, collect evidence of the director's wrongness.
Step 2
Your second step should be to visit the director. Check office hours, call the secretary and make an appointment. Indicate the question you want to address so that the director has the opportunity to clarify the conflict situation for himself, prepare the necessary documents.
Step 3
Calm, constructive conversation is the key to resolving most conflicts. Perhaps the director cannot act otherwise, since his actions are regulated by Russian legislation, the laws of the region of residence, orders of the Department of Education, and the in-school charter. It is possible that the opposite point of view has a right to exist. Try to look at the problem from a different angle, analyze the information that the director will give.
Step 4
If a constructive conversation did not work out or you were unable to resolve the conflict peacefully, you will have to contact higher authorities. The first should be the education department of your city or region (if you live in a village or village). Parents should write a statement addressed to the chairman of the department of education, in which they indicate the essence of the conflict, attempts to resolve it. Evidence may be attached, if any.

The main document should be typed on a computer and printed. Information should be presented clearly, competently, without unnecessary emotions. Violations committed by the director must be formalized in a numbered or bulleted list. The document must contain your requirements and your vision for resolving the conflict. Otherwise, the official will not be able to understand what exactly you are trying to achieve by filing a complaint. If the disputable situation concerns several children, the application must be signed by their parents.

A copy of the document should be kept with you, and the original should be sent by registered mail with notification to the address of the Department of Education. Any incoming correspondence is registered in a special journal and must be reviewed within a certain period established by law. Your complaint simply cannot be lost or ignored if you have a copy of it and a notification of receipt of the letter by the authority in your hands.
Step 7
After a few days, call the Department of Education and find out who will be dealing with your problem and the official's contact number (usually the number of his receptionist). According to the law, a maximum of 1 month is given for consideration of the application. The decision must be given to you in writing.
Step 8
If the city department of education was unable to resolve your problem with the headmaster, you should contact the regional department. The entire application procedure described above will have to be repeated again.
Step 9
If you are dissatisfied with the decision of the official or the head of the department of education, you can complain about the head of the school to the Ministry of Education. In this case, the complaint is sent electronically to the e-mail indicated on the website of the instance.
